미국의 과학 교과서 채택 방법과 문제점에 대한 고찰

본 연구에서는 미국의 교과서 내용과 수준에 영향을 미치는 중요한 요인으로써 교과서 채택 방법 및 그 문제점을 과학 교과서를 중심으로 살펴보았다. 미국의 교과서 채택 방식은 주 채택 방식과 지역 학교구 채택 방식으로 나눌 수 있으며, 그 과정에서 다음과 같은 문제점을 포함하고 있다: 1) 기준에의 부합성 여부에 대한 피상적이고 기계적인 평가 방법, 2) 주나 학교 지역구 교육과정 기준 자체의 문제, 3) 내용보다는 외형에 기초한 평가 준거, 4) 평가자의 준비도 및 훈련 부족, 5) 평가 과정에 할당된 시간 부족. 전반적으로 볼 때, 기준에 기초하고 이에 부합되는 교과서를 채택한다는 논리의 타당성에도 불구하고 그 원리는 무시된 채 피상적이고 기계적인 방법으로 교과서 평가와 채택이 이루어지고 있다. 그 결과, 미국에서 널리 시판되는 교과서들이 많은 주제들을 단순히 다루고만 있을 뿐 중요한 핵심 주제를 깊이 다루지 못하는 문제점을 야기하고 있다. 또한, 교사의 교과서에 대한 올바른 평가 시각 및 이에 대한 적절한 연수의 부족도 이러한 현상에 일조하고 있다.

This study investigated the science textbook adoption practices of the U.S. that played an important role to determine the content and quality of science textbook, and explored the problems in the adoption process of the textbook. There are two ways of adopting the textbooks in U.S., which are the state adoption and open territories. Both ways adopt the textbooks based on their own systems, process, and evaluation standards. The processes of adopting the textbook involve the following problems: 1) the problem of superficial and mechanical evaluation methods in terms of its alignment to the standards, 2) the problem of the standards itself in States or local school districts, 3) the problem of focusing on the out-looking rather than the content, 4) the problem of the readiness and training of the reviewers, and 5) the problem of the lack of the sufficient allocated time. In general, despite the reasonable principles of the textbook adoption based on the standards and alignment, the textbook evaluation and adoption processes take place mainly based on the superficial and mechanical ways without considering the principles. As a consequence, the widely used commercial textbooks tend to cover many science topics without including the important core topics, which deepen the chronic problems. Furthermore, the problems are aggravated by the lack of teachers’ appropriate conception of the textbook evaluation, and of the professional workshops to help them develop the appropriate ability to evaluate the textbooks.
